Why Luffy’s Bounty Is 3 Billion Berries, Explained

Obviously they wanted Luffy’s identity to remain hidden and giving him a huge bounty that would eclipse Shanks and even Big Mom and Kaido would only draw more attention to him and make it clear that he is someone Special.

Along with that, it also makes sense that Luffy’s bounty is 3 billion berries. Luffy has not yet reached his peak as a pirate, although he has now become a great pirate. He is likely to receive more bonuses in the future and, for this reason, his bonus is kept relatively low.
