Why Luffy’s Bounty Is 3 Billion Berries, Explained

Monkey D. Luffy is one of the most notorious pirates in the world. A play at present. Known to be one of the most prodigious pirates of all time, Luffy began his journey from East Blue where he immediately rose to prominence as a big fish in a small pond. While he started off as nobody in the sea, by the end of the saga he had already defeated Alvida, Arlong, Don Krieg, and even Buggy. He earned himself a bounty of 30 million berries at the end and deservedly so, becoming the Baddest Man in the East.

Luffy’s notoriety and infamy only grow over time. In the Grand Line, he immediately downed one of the Shichibukai in Crocodile and earned a bounty of 100 million berries. Soon after, he invaded Enies Lobby and defeated CP9, earning himself a bounty of 300 million berries and after One Piece Paramount War, this price has been increased to 400 million. Shortly after the two-year time skip, Luffy defeated another Shichibukai at Donquixote Doflamingo and earned a bounty of 500 million berries. Following the events of Whole Cake Island, which took place a week after Doflamingo fell, he earned a bounty of 1.5 billion berries, and a few weeks later he defeated Kaido, one of the Yonko, and earned a reward of 3 billion berries. on his head. Still, there’s an argument to be made about whether Luffy’s bounty should have been higher. After all, he did all the heavy lifting in the Land of the Wa arc, but his bounty is the same as Trafalgar Law and Eustass Captain Kid.

The perception of the government

The Wano events were huge for the World Government to process. Shortly after Luffy’s small victory over Big Mom at Whole Cake Island was made public, it was common knowledge that Kaido and Big Mom would soon meet. The World Government hoped the two would destroy each other, however, in a shocking turn of events, the two joined forces instead. The combined strength of the two Yonkos was met by the Worst Generation, which included Luffy, Zoro, Killer, Kid, and Law. For the world, it was a fight between the Worst Generation and the two Yonkos that would define an era. Specifically, it was seen as a fight between the three worst generation captains of Luffy, Law and Kid, and the two Yonko captains of Big Mom and Kaido.

To the world, it was the collective effort of the three captains that brought down two of the Yonko, however, the truth couldn’t be far from it. In reality, it was Kid and Law who teamed up to take down Big Mom. Meanwhile, Luffy single-handedly fought Kaido and, through a series of power-ups, took him down in battle. On the contrary, Luffy’s bounty should be significantly higher than Kid and Law’s, but they all share the same reward. This is simply due to the World Government not knowing the details of how the battle unfolded. For them, they are the three captains of the worst generation who brought down the Yonko. This is further reinforced by the fact that their collective bounty is 9 billion berries, which is just above Kaido and Big Mom’s collective 8.9 billion berry bounty. If the government had known that Luffy was the one who single-handedly defeated Kaido, his bounty would definitely have been higher. Interestingly, lack of knowledge about the events of the war isn’t the only reason Luffy’s bounty is lower than it arguably should have been.

The attempt to conceal knowledge

It’s no secret that the World Government recently discovered that Luffy is indeed the user of Gomu Gomu no Mi. years before the present time. Thanks to Shanks, this fruit was stolen from under their noses and Luffy ended up eating it. In One Piece Chapter 1044, it was revealed that this fruit is the one that has eluded the World Government for centuries and its real name is the Hito Hito no Mi, model: Nika. Luffy’s fruit was also revealed to be a mythical Zoan and one named after a God in Nika. Also, in the Land of the Wa arc, it was revealed that Nika was a figure that slaves once prayed to, and in return, he brought them happiness and freed them from their misery and captivity. As such, Luffy is the natural enemy of those in the World Government.

His Devil Fruit is most likely one of the powers they faced long ago in the Void Age. As such, going public with Luffy’s true identity would only do them more damage. This is evident from the fact that the World Government wanted the name “D” removed from their bounty poster. Additionally, they wanted the image of Luffy, where he looked like the Sun God Nika, removed from the poster as well. Obviously they wanted Luffy’s identity to remain hidden and giving him a huge bounty that would eclipse Shanks and even Big Mom and Kaido would only draw more attention to him and make it clear that he is someone Special.

Along with that, it also makes sense that Luffy’s bounty is 3 billion berries. Luffy has not yet reached his peak as a pirate, although he has now become a great pirate. He is likely to receive more bonuses in the future and, for this reason, his bonus is kept relatively low. In reality, Luffy having the Legendary Hito Hito no Mi, Model: Nika and awakening his powers, in addition to being the World Government’s number one enemy on his own, should give him a much higher bounty. However, keeping this information hidden is what the World Government intends to do. For these reasons, Luffy’s bounty is currently 3 billion berries.
